Our Mission

In most countries, students with disabilities, neurodivergent learners, and those facing life-disrupting emergencies— such as medical conditions, natural disasters, or even the demise of a family member—are denied academic accommodations due to inadequate policies and limited awareness. Our mission is to safeguard billions of students worldwide who are currently vulnerable to a lack of special consideration policies.

Our Vision

Examinations are intended to assess what students know, but this is only valid when they are in a fair position to perform.Students experiencing emergencies or with special needs are often unable to perform at their true capacity, and being assessed during such times distorts results and jeopardizes their academic progress, career opportunities, and mental well-being. GCSC asserts that no student should be penalized for circumstances beyond their control. Our vision is to ensure that students in crisis or requiring special support receive appropriate alternative accommodations.

Our Inception

From Personal Struggle to Global Movement

GCSC was initiated by Aavash Subedi following the national enactment of the Special Consideration policy proposed through his Campaign in Nepal. After being denied exam accommodations during a documented medical crisis, he identified critical policy deficiencies and led a nationwide reform movement.

Following the endorsement from Minister of Education Hon. Bidhya Bhattarai and implementation by the National Examination Board (NEB) and Ministry of Education, he established the GCSC to advance emergency-accommodative education policies worldwide.

The Need

The Global Impact of Inaction

GCSC is confronting one of the most overlooked injustices in global education and policy: the lack of Special Consideration Policies (SCPs) for students facing emergencies, disabilities, or crises. Implementing SCPs is projected to safeguard the academic futures of 4.6 billion students over the next decade and more than 17 billion over the next century. In their absence, nations face an estimated $1.9 trillion in annual GDP losses due to reduced workforce participation. Mental health-related impacts add $500 billion to $1 trillion in yearly costs. Students without institutional support are 30% more likely to drop out, leading to individual lifetime income losses ranging from $10,000 to $50,000. GCSC’s mission is to reverse these losses through global education reform.

How We Drive Change

We identify and cultivate promising leaders globally, equipping them with policy knowledge, virtual workshops, and strategic advocacy tools to drive the adoption of special consideration policies in their respective countries. Special Consideration Policies accommodate students facing uncontrollable emergencies during assessments to prevent academic disadvantages.
